Ukrainians have better options then to arrive in Canada and make a refugee claim in Canada. Consider keeping all of your options open by just applying for a three year open work permit before arriving in Canada. That gives UkrainianS the option of finding employment anywhere in Canada.It does not restrcit your movement.
WHEN YOU SEEK ASYLUM!
The first thing that happens is that the CBSA Officer will issue you a "conditional departure order". That order will become a (deportation order) if you lose your case at the RPD (Refugee Protection Division). Being approved or denied will take years to resolve.
The second thing a CBSA Officer will do is seize all of your passports. You will never get them back until after you have been deemed a "protected person" and been granted permented residency (PR) in Canada. That could taake seven years.
Even when you become a PR you will not be allowed to return to Ukraine because you sought the protection of the Canadian government. If you return to Ukraine the IRB will strip you of your Permanent Residency status.

With the CUAET, Ukrainians and their immediate family members of any nationality may stay in Canada as temporary residents for up to 3 years. Applicants are encouraged to apply for a 3-year open work permit at the same time as their visa application. This permit will allow them to work in Canada. Under this special program, many of the regular requirements associated with a normal visitor visa or work permit have been waived. Elementary and high school students can register for and start attending school as soon as they arrive in Canada, and anyone looking to study at the post-secondary level can apply for a study permit once on Canadian soil.
There is a vast network of organizations in Canada willing and able to help Ukrainians establish themselves.
I recommend that Ukrainians coming to Canada obtain a 3 year work permit. That if they so desire apply for a study permit while in Canada. Anyone that has worked in Canada or studied in Canada has a much quicker chance of becoming a permanent resident if they so desire.
Come and work then next winter spend a week or two lying on a Caribbean beach. If it is safe and you wish to return to Ukraine you can easily obtain a new TRV.
